Ozma
Background
Ozma is the rightful ruler of the Emerald City, but was imprisoned by the Nome King and given to Mombi. She built Jack Pumpkinhead to scare Mombi.

When Dorothy is taken to Dr. Worley's sanitarium, Ozma appears to Dorothy in the reflection of his machine. She brings Dorothy a pumpkin in her room and then frees her when the power goes out. They both escape out of the sanitarium and flee into the woods. Ozma then falls into a river and is swept away. In the Emerald City, she shows Dorothy the correct way to get back to the tower room, and is later told by Mombi that no one will help her. Dorothy restores the Emerald City using the Ruby Slippers and helps Ozma out of the mirror. Ozma then takes her rightful place as ruler of the Emerald City. She appears to Dorothy holding Billina in Dorothy's mirror, but advises Dorothy to keep it a secret from Aunt Em and Uncle Henry.
