Car Owner is a resident of Halifax, Nova Scotia.
During the events of Siege (1983) played by Joseph Rutten
May 29, 1981, Horatio is walking as a group of Punks are driving and riding skateboards behind a car. The car appears to be break down and as the Punks start pushing it, Horatio helps them. As they are pushing it to the Texpark, the Car Owner runs towards them and yells that it's his car. The Punks then leave the car and run away. Horatio stays behind and the Car Owner runs up to him and threatens to have Horatio arrested. The car starts rolling away and rolls into another car and the Car Owner jumps into his car and drives away.
