Detailed Synopsis
A toy tank suddenly grows to full size and crushes the occupants of a car. A Child picks up the now once again toy tank and brings it to the other Children. Ben and Nicky have a birthday party for K.T. with the other neighborhood children and afterwards they get into their car and drive in a thunderstorm. They pass a sign for Woodley and get lost and their radio starts just playing static. They see tire skid marks veering off the street and Ben stops to check them out. Nicky gasps and covers K.T.'s eyes and Ben gets out of the car and sees the destroyed remnants of the vehicle crushed by the toy tank. They drive into town of Hillsboro and stop at the sheriff's office. Ben bangs on the door and Tobey looks at him through the blinds and then closes them. The Sheriff pulls up in his vehicle and grabs Ben and throws him against his vehicle and pulls out his gun. The Sheriff looks at Ben's identification and asks him if he had trouble driving into town. A group of townspeople start to gather and surrounds them. Mike charges at them with an axe and accuses them of taking his sister. The Sheriff stops Mike and Ben, Nicky and K.T. get back into their car and drive away.
Doc Duncan gives Mike some pills and the Sheriff tells him he can't leave town and tells his son Joey to take him home. The Sheriff asks Doc Duncan if he heard that a car made it into town and that Timmy is missing, but his family's car was found crushed. As Ben is driving, he swerves to avoid hitting a Child. He crashes the car and everyone gets out and searches for the Child, but they are no where to be found. Ben tells Nicky and K.T. that they will have to walk back to town. Stuart and Billie Joe are playing outside when they are brought back inside by Ed. He accuses Mildred Meadows of letting them go outside and tells them all not to go outside again. Ed tells Mildred that her sister and family were found dead. An Elderly Couple walk to a dilapidated house and are let inside. They walk into a room and offer a prayer before greeting a large gathering of old people. They reminisce about the last time they were together in France. During the night, Billie Joe gets up and drops her doll on the ground and her doll comes to life. It walks up to Mildred and kills her and then Ed. Billie Joe and Stuart then walk in a trance out of the house and meet with other Children. They walk to the dilapidated house and Doc Duncan lets them inside.
Ben, Nicky and K.T. stop at Ed and Mildred's house looking for help and find them dead. Their bodies are brought to a building and put on ice next to other bodies and the Priest gives them their last rites. Dame Alice walks into the dilapidated house's worship room and is shunned. She is introduced to Phyllis and Anne shows her the children who are standing on pedestals. Doc Duncan confronts Alice and accuses her of turning her back on their master. She tells him that she has kept the faith and he tells her that he knows that she baptized their child in Christianity. Alice is judged by Satan and found guilty and killed by the other Witches. K.T. tells Tobey that today is her birthday and they were on their way to her grandmother's house. Tobey gives her a stuffed animal and the Sheriff and Priest argue what to do next. Doc Duncan walks into the sheriff's office and tells them about the baby that was just born. The Sheriff tells Ben that he doesn't understand how he made it into town when no one else has. The Priest thinks something supernatural is happening, but the Sheriff refuses to accept the idea. The Priest does further research on the supernatural while the Sheriff investigates Ed and Mildred's house.
Nicky has a nightmare of all the dead townspeople and wakes up and tells Ben that they need to leave now. The Sheriff gives Ben the keys to a car and they drive away. As they are driving, a tire pops and when they pull over, K.T. is missing. K.T. appears at the dilapidated house and joins the other Children in a room. Doc Duncan stands nearby as a robed person brings The Children a cake and The Children play with birthday horns. Ben and Nicky return to town and the Priest tells Ben that The Witches took K.T. He gives the Sheriff a list and tells him that a coven of witches consists of 13 people. He says there are 11 missing children and the reason Ben was able to drive into town was, because they needed another female Child. The Sheriff, Tobey, the Priest, Doc Duncan and Ben and Nicky go to check the residences of what they believe will be the next missing child. Joey in a trance goes outside and when Mike notices he is gone goes outside. As Mike is searching for Joey, a knight on horseback charges at him and cuts his head off, which the Priest witnesses. The Witches put on robes and chant with Doc Duncan and pray to Satan. Ben and Nicky find the catatonic Priest and take him to the Sheriff and Tobey. Doc Duncan makes all The Witches proclaim their loyalty to Satan once again and they go to their respective alcoves. The Sheriff drives to the dilapidated house and he and the others get out except for Nicky and the Priest. The children take their place on the 13 pedestals and Doc Duncan prays for Satan to transfer The Witches souls to The Children's bodies. The Sheriff finds a toy knight on horseback outside and when the Priest sees it, he starts screaming. The Witches are all in turn set on fire with burning swords and killed, including Doc Duncan. The Sheriff, Tobey, Ben, and Nicky break open the door to the ritual room and finds a room full of only The Children, including K.T. that just stare at them.
