Phoebe Russell is a farmer in Sunland, Florida. She is married to Sam Russell.
During the events of Empire of the Ants (1977) played by Florance McGee
Marilyn Fryser, Dan Stokely, Joe Morrison, Margaret Ellis, and Coreen Bradford come across Sam and Phoebe and tell them about the Dreamland Shores Ants. As Phoebe is whispering to Coreen, Sam yells at her to call the sheriff. Later he and Phoebe are brought before the Queen Ant and sprayed with a pheromone.
