Background
Valerius Gratus is the new Roman governor of Jerusalem.
During the events of Ben-Hur (1959)
While Valerius Gratus is being escorted through Jerusalem by Messala, a ceramic roofing tile falls from the home of Judah Ben-Hur and he is bucked from his horse. Valerius is knocked unconscious but later recovers.
