Background
Howard is a road worker for the Nevada Highway Department.
During the events of Tremors (1990) played by John Goodwin
Valentine McKee and Earl Bassett speed past Howard and Carmine - Roadworker. They drive back the way they came and tell Howard and Carmine there is a killer on the loose. Carmine doesn't believe them, but Howard grabs a crowbar.
