Mr. Harper is the father of Bill and Junior. He is married to Mrs. Harper.
During the events of Reefer Madness (1936) played by Edmund Mortimer
Mr. Harper and Mrs. Harper are in the living room when Junior teases Bill about having a girlfriend. He goes to Bill's trial and acquittal and congratulates him.
